Resource Advisory Teams

Alabama Power originally formed two Resource Advisory Teams (RATs) for the Coosa River developments-one focused on ecological issues; the other on recreational issues. These teams were composed of Alabama Power Company representatives, Federal and State agency representatives, and other stakeholders with an interest in working on specific resource issues. The RATs were tasked with exploring specific issues and determining the best way to address those issues. In most cases, the RATs recommended the formation of small working groups or Issue Action Groups (IAGs) to address specific technical issues. In 2002, Alabama Power and relicensing stakeholders decided that the RATs had served their original purpose and should be "absorbed" by the CCRT and WCRT. Since almost all RAT members were also members of the CCRT or individual IAGs, Alabama Power and the stakeholders agreed that eliminating the RATs would help make the relicensing process more efficient. The duties and responsibilities of the RATs were therefore assumed by the CCRT.

There is also a Warrior Cooperative Relicensing Team (WCRT) for the Warrior River Project, as well as smaller working groups focused on specific resource issues. Also, it was determined that many issues on the Warrior River Project could be addressed simultaneously with Coosa River issues in the Issue Action Groups. Alabama Power and the stakeholders agreed that this step would improve the efficiency of the relicensing process, making the best use of the limited time and resources of participants.
