Preliminary Licensing Proposal
A Preliminary Licensing Proposal (PLP) is filed with FERC when the studies are near completion. The proposal describes the project itself, existing and proposed operation, steps to ensure protection and/or mitigation and enhancement for each resource affected by the project, and a draft environmental analysis including the results of the studies performed.
